Using the Ellipse Tool, create two ellipses to the sizes shown. Center both ellipses over the guides. I have made the ellipses slightly transparent so you can see the guides below. You can also drag the Guides layer to the top of the list in the Layer Gallery if you prefer to have the guides in front. (Drag the title bar for the Guides layer and drop it at the top of the list to place the layers in front).
Select the Shape Editor Tool. Click a little above the row of squares and rectangles and a little bit to the left of the large ellipse. Click the end point in the center of the ellipse. Now hold down the Ctrl key, select the end control point (red outlined box) with the Shape Editor Tool, and drag until the line extends beyond the large ellipse. The Ctrl key constrains the line to horizontal movement. Select both the line and the smaller ellipse. From the Arrange menu, select Combine Shapes... Slice (cut) Shapes. This slices the ellipse into two section. Delete the bottom section (shown in blue dashed outline).
Using the Shape Editor Tool, drag the center portion of the bottom line upwards a little bit as shown.
